SEPIN SUSI

OVERVIEW

The Social and Economic Participation of Returnees, Internally Displaced Persons and Host Communities in North-East Nigeria programme (SEPIN SUSI) promotes inclusive economic development, social cohesion and resilient livelihoods in Borno and Adamawa. Through the EU Global Gateway approach, the programme strengthens local economic systems, supports green jobs and entrepreneurship and improves conditions for public and private investment. Particular emphasis is placed on expanding economic opportunities for women and youth through improved access to skills, finance, productive assets and markets. By strengthening social protection systems and climate-resilient livelihoods, SEPIN SUSI contributes to economic recovery, stability and sustainable private sector growth. It further promotes economic growth including consideration of innovative funding by the states to support the reconstruction.

KEY ACTIVITIES

• Promote economic opportunities through entrepreneurship, green jobs, skills, development and climate-responsive livelihoods for youth and women that improve employability/business growth and facilitate access to productive assets and participation in economic decision-making
• Strengthen individuals and associations to improve productivity, aggregation and facilitate access to markets, and storage
• Strengthen financial inclusion through internal/ external finance with innovative financing
• Support local economic development to attract private sector investment and serve as basis for future Global Gateway partnerships
• Improve local investment planning through Community Development Plans (CDPs), participatory budgeting and community-government dialogue mechanisms
• Strengthen social protection systems with innovative financing and implementation modalities with private and public sector stakeholders, including social registries, policy frameworks and shock-responsive mechanisms that improve resilience against economic and climate-related shocks
• Supporting states to design sustainable, inclusive and effective state development plans
• Supporting focal states to attract private sector investment and develop innovative instruments to finance reconstruction as the basis for Global Gateway partnerships
• Support climate-smart agriculture and sustainable food production
• Promote climate adaptation and sustainable natural resource management to support resilient livelihoods and reduce economic vulnerabilities
• Foster partnerships with government institutions, private sector actors and development partners to create a more enabling environment for investment and economic growth

Results or expected results

• Enhanced access to markets, finance and business opportunities for smallholder farmers, entrepreneurs and MSMEs
• Expanded employment and income-generating opportunities for women and youth through entrepreneurship support, skills development and green jobs
• Greater economic participation of women through improved access to productive assets, financial services, markets and leadership opportunities
• Enhanced incomes, increased productivity, resilience and market participation through climate-smart farming practices and stronger cooperatives
• Strengthened local value chains and increased private sector engagement in green and climate sensitive economic sectors
• Improved local investment planning and public service delivery through Community Development Plans and participatory governance
• Resilient households and communities through strengthened social protection systems and shock-responsive approaches
• Enhanced climate resilience through sustainable natural resource management and adaptation measures that reduce vulnerability to environmental and economic shocks
• Improved social cohesion and stability creating a more conducive environment for economic activity and investment
• Local economic development that promotes economic prosperity and sets the basis for EU Global Gateway partnerships
• Conducive enabling environment to access innovative financing for the reconstruction and that support the materialization of Global gateway opportunities
• Stronger local markets, a more skilled workforce and improved conditions for sustainable public and private investment as part of the the EU Global Gateway strategy
